The South Wales Police and Crime Commissioner is seeking quotations from organisations or consultancies to undertake a Victim Needs assessment. The purpose of the Victim Needs Assessment will be to assess the needs of victims of crime with a specific focus on:
– Adult victim services (including ASB).
– Services for children and young people (including direct multi-crime support).
– Services for victims of Violence Against Women and Girls (VAWG), including domestic abuse, with specific focus on stalking, online harms, culturally harmful practices and exploitation.
Victim services funded by the Commissioner have continued to help victims cope and recover from the effects of crime and to ensure that the criminal justice system centralises the needs of rights of victims. Therefore, this needs assessment will support investment into support services to help victims cope with the impacts of crime, and, as far as possible, recover from the harm they have experienced. In November 2025, the Government announced its intention to abolish Police and Crime Commissioners by 2028. Whilst work remains ongoing regarding any future arrangements, local Police and Crime Commissioners will continue to fulfil their statutory duties which include the commissioning of dedicated local victim support services. The commissioning of a victim needs assessment supports the continued delivery of statutory responsibilities by ensuring that any future decision making in relation to victim support services is informed by the experience and needs of victims locally.
A maximum budget of £25,000 is being made available to support the delivery of the objectives which include:
1. To undertake a holistic evaluation of victim services in line with the areas identified within the attached specification.
2. To undertake an assessment of the demand for adult and child victims of crime services in line with the areas identified within the attached specification.
3. To undertake an assessment of the needs of adult and child victims of crime services in line with the areas identified within the attached specification.
4. To produce a set of recommendations that outline the associated support services needed to meet victims identified needs, including identifying gaps for both generic and specialist support services to inform future commissioning.
5. To consider and assess the provision of restorative approaches as a thread throughout the above objectives and produce specific recommendation(s) for restorative approaches for each area.
