(a) Non-compliance with accessibility regulations

Third-party embedded content (Flipsnack)

The homepage includes embedded content provided by Flipsnack, a third-party platform used to display digital publications. The organisation does not control the underlying code of this embedded content.

The embedded content does not fully meet WCAG 2.1/2.2 AA standards. Identified issues include:

  • WCAG 1.4.3 Contrast (Minimum): Some text within the viewer does not meet minimum colour contrast requirements.
  • WCAG 1.4.4 Resize Text: Zoom functionality is restricted within the embedded viewer.

Images with overlaid text – Contact Us page

On the “Contact Us” page, there is an image containing overlaid text (a map graphic). The contrast between the text and background does not meet WCAG 2.1 Success Criterion 1.4.3 (Contrast – Minimum).

Because the text is embedded within an image, users may find it difficult to resize or clearly read the information using assistive technologies.

On the “PALG” page, there is a graphic containing multiple logos on a white background with an overlaid caption in white text.

The caption text does not meet minimum contrast requirements under WCAG 2.1 Success Criterion 1.4.3, making it difficult to read for some users. Because the caption is part of the image, users may also have difficulty resizing or accessing this text through assistive technologies.

(b) Disproportionate burden
