Adult Out of Court Resolution (OoCR) Scrutiny Panel Findings 9 cases scrutinised = 3 cases per area (Cardiff and the Vale, Mid Glamorgan, Swansea and Neath Port Talbot) Positive examples of victim engagement where victims were kept informed and their views considered. Opportunity identified to apply this more consistently across cases. Opportunities to refer individuals to a more appropriate intervention were identified in some cases, as a result, referrals are quality assured and directed to the most appropriate diversion by a designated team. Positive practice observed where officers reconsidered case circumstances and appropriately reduced the offence. Opportunity identified to apply this approach in other cases. The Panel observed that in cases reviewed, at times assaults on emergency workers arose from domestic abuse callouts that escalated, highlighting the prevalence and potential for escalation in domestic abuse cases and the need for strong safeguarding for victims. Language barriers may limit access to interventions and education courses for non-English speaking individuals. This is being explored further by South Wales Police and Crime Commissioner’s Office and South Wales Police. Male individuals over 25 years old with additional vulnerabilities at times referred into CARA when other presenting needs may be more appropriate for intervention such as mental health and substance use.
