What is the Criminal Justice Anti-Racism Action Plan?

The Criminal Justice Anti-Racism Action Plan is a commitment to create an anti-racist criminal justice system in Wales by 2030. It aligns with the Welsh Government’s Anti-Racism Plan to work towards a fairer and more equal nation.

The plan acknowledges a history of racism, unfair treatment and race inequality in the criminal justice system and recognises that systems and ways of working have not fully considered ethnic minority needs and experiences.

The plan reflects a determination across 12 partner organisations to make change within their own systems and structures and to do all we can to remove any racism in justice in Wales.

The Criminal Justice System in Wales is made up of the following partners:

• All 4 police forces in Wales
• All 4 Police and Crime Commissioners in Wales
• Crown Prosecution Service
• HM Courts and Tribunals Service
• Prison and Probation Service
• Youth Justice Board

How was it produced?

Alongside the Criminal Justice System partners, the plan was co-produced with 642 ethnic minority people and across 16 different organisations across Wales including Ethnic Youth Support Team, Race Council Cymru, Welsh Refugee Council and North Wales Race Equality Network.

It has been informed by lived experiences, multiple generations and experts in the field of anti-racism.

How will you do this?

The plan is made up of seven commitments that we believe will enable us to achieve our aim of creating an anti-racist Criminal Justice System in Wales. Each commitment sets out how and what we will do.

2. An ethically diverse workforce
3. Involving, listening and taking action
4. Transparency, accountability and co-ordination
5. Educating the workforce
6. Promoting fairness
7. Prevention, early intervention and rehabilitation

What has been achieved so far?

We are already working towards removing the systems and structures that produce different outcomes for ethnic minority individuals and groups.

We will continue to listen and respond to ensure that our anti-racism action plan meets the needs of all ethnic minority individual and groups.
